Sports Conference Ends!

A two days national sports conference has ended
in Monrovia aimed at drafting a sports policy that will lead the way
to the future that all Liberians will be proud of in the interest of
the development of sports if passed by the National legislature.
Many hold the conviction that the just ended
National Sports Consultative Conference organized by the Ministry of
Youth and Sports in conjunction with the Liberia National Olympic
Committee and National Sports Advisory Council will achieve its good
objectives.
One of those who served as panelist was the
outspoken Congress for Democratic Change (CDC) Montserrado County
District #2 Representative, Honorable Rufus D. Neufville who presented
nine procedures which could make matter easy for the National Sports
Policy to be passed into law by the National Legislature.
“I hope to give you a simple, but settled
procedure in the legislation of a National Sports Policy,” Honorable
Neufville noted.
Honorable Neufville noted in his nine procedures
that firstly the Act to approve the National Sports Policy in Liberia
must be received by the Clerk and placed on the agenda of the speaker
of the House of Representative.
The Act must be read in open plenary and
submitted to the committees on Youth and Sports and Judiciary.
Time frame is assigned by plenary, the lawmaker
noted.
He also noted that the Committees must report for
first, second and third readings and a motion is made for the passages
of the bill as well as a bill is passed by the majority.
A motion for reconsideration is optional (tried
in 48 hours)
The bill is send to the Senate or the vice versa
for concurrence and lastly, the young lawmaker said, the bill is send
to the President for signature and printed into hand bill by the
Ministry of Foreign Affairs.
The Honorable made it clear that the clarity of
the bill is very important. It must show clear title, application,
definition, vision, rights and responsibilities of sports
administrations and target groups.
“Additionally, the National Sports Policy must
clearly state the short and long term benefits for National teams’
players.
“This provision, if embedded in the National
Sports Policy, will draw the support of most lawmakers in its
legislation.
“The Legislation of a national sports Policy is
in the best interest of Liberia and every well-meaning lawmaker must
support this effort,” the outspoken lawmaker noted.
